Packaging EPR in Sweden — a plain guide for small cross-border sellers

Does packaging EPR in Sweden apply to you?

If you ship packaged products to consumers in Sweden, you count as a "producer" of that packaging in Sweden and need to be registered and covered by a producer responsibility scheme. This applies to small sellers too — there's no minimum company size. For a low-volume seller the setup is straightforward and the yearly fees are moderate, and very small producers can even be exempt from one of the state fees. Here's the route.

Who counts as the "producer" in Sweden?

The producer is the business that puts filled packaging on the Swedish market — normally you, selling directly to Swedish end users. Your packaging is classified (for example private-use vs other packaging), and you report the annual weight by material and recyclability. A foreign company selling directly to Swedish consumers carries this obligation itself.

Where you register: the authority and the PRO

Two parts, again separate:

  1. Register via the producer-responsibility e-service of the Swedish Environmental Protection Agency (Naturvårdsverket). This is the state side.
  2. Sign a contract with an approved PRO that organises collection and recycling. The main options are Näringslivets Producentansvar (NPA) or TMR. You report your packaging weights in the PRO's portal.

Do you need an authorised representative in Sweden?

Yes — a foreign company selling packaged products directly to Swedish end users must appoint a representative via a written mandate, through Sweden's own national producer-responsibility framework. Note: PPWR's own EU-wide Article 45(3) obligation is staggered for Sweden until 2028, so today this runs through the existing national route rather than the PPWR mechanism — but the practical requirement is the same.   • PRO fixed + material fees (indicative). NPA's annual fee is around SEK 2,500 per year plus material fees. The material fees depend on your exact packaging — NPA publishes current-year differentiated rates by material, recyclability and private-use classification, so we use your real packaging rather than a single generic rate.
  • State enforcement fee (indicative, often exempt). The Swedish EPA enforcement fee is about SEK 1,250 per year, but producers below 1 tonne of packaging are exempt unless littering-fee rules apply — which covers most small sellers.
