Under EU packaging rules, whoever first places packaging on a national market is the "producer" — and must register with that country's authority, join a producer responsibility organisation (PRO), and report packaging by material and weight. The rules, fees, thresholds and representative requirements differ in every member state, and change every year.
For a small cross-border seller, the administrative burden is wildly disproportionate to the actual packaging volume. Most sellers don't even know they're liable — until a marketplace or an authority asks for a registration number. And the more countries you sell into, the faster the work multiplies.

Frequently asked questions
Do I really need to deal with this as a small seller?
If you bring packaged products into another EU country's market, that country's packaging EPR rules usually apply to you regardless of size. Enforcement and marketplace checks keep increasing. We'll tell you honestly where you are and aren't liable — we won't sell you something you don't need.
Which package is right for me?
If you sell into 1–5 countries and want to keep costs low, the Small package fits — you get ready-made spreadsheet templates and report yourself. If you'd rather we handle reporting for up to ten countries, choose the Standard package. If you sell broadly across the whole EU and want a direct webshop or ERP connection, the Full package covers all 27 countries in one go.
What does it cost?
You pay a base fee, a per-country activation fee and an annual service fee under your chosen package — we'll confirm exact prices soon, together with our first customers. On top of that come external authority, PRO and representative costs, charged at actual cost — on their own lines, with no markup. These will be market-test service prices, not statutory fees.
What about my domestic Finnish packaging reporting?
Finland's own producer responsibility scheme (for example via Rinki) covers only packaging placed on the Finnish market, not exports. We handle the cross-border side — the part your domestic PRO doesn't cover.
What happens to my data?
We only use your data to assess your packaging EPR obligations, prepare your approval view, and complete registrations. We never give a binding price from a form alone — we verify country-specific fees against a live source before showing them to you. The data controller is Pakkausvastuu (Kanto Systems Oy).
