Packaging EPR in Romania — a plain guide for small cross-border sellers
Does packaging EPR in Romania apply to you?
If you ship packaged products to consumers in Romania, you count as a "producer" of that packaging there and you must be set up with the Environmental Fund Administration and covered by an approved packaging organisation. This applies to small sellers too — there is no minimum company size. Romania has a bit more admin than the average market because it combines a state Fund with a private organisation, but it is still very doable for a tiny exporter, and we handle the moving parts for you.
Who counts as the "producer" in Romania?
The producer is the business that first puts filled packaging on the Romanian market. Selling directly to Romanian consumers from Finland makes you that producer. Romania splits your reporting between municipal (household) packaging and commercial-industrial packaging, and the fees differ between the two — so we classify each of your packaging flows correctly rather than lumping them together.
Where you register: the authority and the PRO
Two parts:
- Set up with the Environmental Fund Administration (AFM) — the state electronic administration where your packaging liability sits.
- Sign a contract with an approved OIREP — a packaging producer-responsibility organisation. The main options are FEPRA and Eco-Rom Ambalaje, among other approved OIREPs. You report your quantities to the OIREP and to AFM as applicable.

Do you need an authorised representative in Romania?
There is no simple one-click "authorised representative" product here — but a foreign company does need a representation route sorted before it can even open its AFM account. Specifically, the foreign-company tax, e-signature and representation route must be confirmed before account creation. So for a Finnish seller the practical answer is: yes, you will normally need a local representation/e-signature arrangement to file, and we establish that route as the first step of onboarding. What it costs in Romania (indicative)
Romania is priced per case rather than off a single small-seller minimum. Figures are kept in the local currency, RON, as the organisations publish them:
- No fixed small-seller minimum. OIREP pricing is tonne-based, and the separate AFM direct shortfall liability can be materially higher if targets are missed. No single fixed minimum for a small seller was identified from the official public pages, so we quote from your real volumes.
- Material-based fees (indicative, RON per tonne). FEPRA's 2026 rates (municipal / commercial-industrial) are roughly: paper/cardboard 507 / 411, plastic 497 / 434, PET 826 / 717, glass 576 / 523, metal 515 / 423, aluminium 832 / 739, wood 404 / 370. Eco-Rom's 2026 rates are similar (e.g. paper/cardboard 440 / 395, plastic 450 / 400, PET 750 / 680). Your total depends on your materials and the household/commercial split.

Reporting is monthly. FEPRA states the information to AFM by the 25th for the previous month, so we maintain a monthly calendar for you and reconcile your targets, invoices and AFM liabilities each period.
