Packaging EPR in Hungary — a plain guide for small cross-border sellers
Does packaging EPR in Hungary apply to you?
If you send packaged products to customers in Hungary — the box, the filler, the tape, the label — Hungary treats you as a "producer" of that packaging, and you need to be registered before you sell. This is true even for a one-person webshop shipping a handful of parcels. The good news: Hungary's system is centralised and predictable, the fee is a fixed rate per kilogram of each material, and we can run the whole thing from Finland. Who counts as the "producer" in Hungary?
Under the Hungarian EPR framework, the producer is the business that first puts filled packaging on the Hungarian market — typically you, the seller shipping to Hungarian consumers. You are responsible for registering, mapping each packaging material to the correct national EPR code, and reporting the quantities you place on the market. Selling through a marketplace does not remove this obligation for your own packaging.
Where you register: the authority and the PRO
Hungary is different from most EU countries: there is no competitive choice of PRO for the core fee. Instead you register as a producer under the national EPR framework and connect to the MOHU Partner Portal — MOHU is the state concession holder that operates Hungary's centralised EPR system, while the National Waste Management Authority (OHH) is the regulatory body that keeps the producer register and handles enforcement. You map each packaging material to its EPR code, then submit quarterly quantity returns through the portal and pay the statutory EPR fee.

Do you need an authorised representative in Hungary?
There is no separate mandatory authorised representative in the German sense — but a foreign company's tax and representation details should be confirmed before the first registration, because how a non-established seller enters the MOHU system can depend on your tax setup. What it costs in Hungary (indicative)
There are three separate costs, and we keep them transparent. Hungary uses the forint, so the statutory rates are in HUF:
- The statutory EPR fee (indicative, HUF/kg). There is no private-PRO minimum — the fee is weight-based at a fixed rate per kilogram of each material. Indicative 2026 statutory rates (HUF/kg): plastic 219, paper/cardboard 173, metal 186, glass 107, wood 22, composite 191, textile packaging 148, other packaging 129. We keep these in Hungarian forint (HUF) — indicative and confirmed live at quote.
- Material-based total. Because the fee is per kilogram by material, your total depends on how much of each material you put on the Hungarian market.
- Pakkausvastuu's package fee. Your fee follows our package pricing, with official statutory, PRO, authorised-representative and notary fees passed through at cost. Where several countries are simple, we bundle them; genuinely complex countries are quoted separately.
