Packaging EPR in Slovakia — a plain guide for small cross-border sellers
Does packaging EPR in Slovakia apply to you?
If you ship packaged products to customers in Slovakia — the box, the filler, the tape, the label — Slovakia treats you as a "producer" of that packaging, and you need to be in the system before you sell. This is true even for a one-person webshop sending a few parcels a month. The good news: joining is quick (the PRO advertises a 15-minute online form), there is no annual register fee, and we can run the whole thing from Finland. This guide explains it in plain terms.
Who counts as the "producer" in Slovakia?
Under the Slovak packaging rules, the producer is the business that first puts filled packaging on the Slovak market — typically you, the seller shipping to Slovak consumers. You are responsible for joining an authorised producer responsibility organisation and reporting the packaging you place on the market, split between consumer packaging and group/transport packaging. Selling through a marketplace does not remove this obligation for your own packaging.
Where you register: the authority and the PRO
Two things line up, and they are handled together:
- The producer register is run under the Ministry / ISOH system; the authorised PROs are listed in the official register.
- Join an authorised PRO — most sellers use NATUR-PACK, which offers a fast online onboarding form; other authorised PROs are listed in the register. You sign the 2026 packaging agreement, pay the entry fee, and report quarterly.

Do you need an authorised representative in Slovakia?
Yes. NATUR-PACK's own guidance is explicit: if a producer has no registered office or place of business in Slovakia, they are required to appoint an authorised representative — a Slovak-established representative who is named on the registration and holds the legal obligations in their own name. This is reinforced by PPWR Article 45(3), in effect EU-wide from 12 August 2026. NATUR-PACK's online form doesn't substitute for this — the representative appointment comes first, and they then handle the PRO relationship. We appoint your representative and manage the registration through them.
What it costs in Slovakia (indicative)
There are three separate costs, and we keep them transparent. Slovakia uses the euro, so these are in EUR:
- Entry and minimum fees (indicative, EUR). The NATUR-PACK entry fee is around €100 excl. VAT. The producer-register fee is €0 and the annual fee is €0. There is a minimum invoice of about €25 excl. VAT per quarter if your calculated fee comes out lower.
- Material-based fees. The rest depends on how much of each material you put on the market. Indicative 2026 NATUR-PACK rates per tonne: glass €109, plastics €299, biodegradable plastics €309, paper/cardboard €109, beverage carton €299, metals €139, wood €109, other €309.
- Pakkausvastuu's package fee. Your fee follows our package pricing, with official statutory, PRO, authorised-representative and notary fees passed through at cost. Where several countries are simple, we bundle them; genuinely complex countries are quoted separately.

Reporting and deadlines
Reporting is quarterly, due by the 10th of the month after each quarter ends under the standard NATUR-PACK agreement, including zero reports where required. Where your calculated fee is below the quarterly minimum, you pay the minimum. Separately, an annual packaging notification is also due to the ISOH register by 28 February each year — we track both deadlines for you.
