Packaging producer responsibility in Finland — and what changes when you start exporting

Finland is handled at home — export is the gap

If you sell packaged products in Finland, you already know the drill: you join a Finnish producer organisation and report your packaging. That side is domestic and well served — you don't need us for it. Where Finnish sellers get caught out is export: the moment you ship packaged goods to consumers in another EU country, that country expects its own packaging EPR registration too. Your Finnish membership does not travel with the parcel. This page explains that gap and how we close it.

What your Finnish PRO covers (and what it doesn't)

In Finland, packaging producer responsibility runs through the Finnish producer responsibility authority and approved producer organisations. Sumi Oy is a practical all-material option, and Rinki provides producer-responsibility interface and services. You join, report your annual kilograms, and pay a company service fee plus material recycling fees.

Here's the key point: your Finnish PRO covers the packaging you place on the Finnish market. It does not cover packaging on goods you send to customers in Germany, Sweden, Estonia or any other EU country. Each of those markets has its own register, its own scheme, and — increasingly — its own rule on whether a foreign seller needs a local authorised representative (a legally appointed local contact for the authorities). Do you have an export obligation?

A quick gut check — if any of these is true, you likely have packaging EPR duties abroad:

  • You run a webshop that ships to consumers in other EU countries.
  • You sell through a marketplace that delivers your packaged goods across borders.
  • You send packaged products B2B into another EU market under your own name.

In most EU countries there is no minimum company size — even a €15k-a-year exporter can be a "producer" for packaging in the destination country. The good news is that many markets have simple, cheap routes for small sellers (flat small-producer fees, banded tariffs), and we know which is which.

You've already seen this shift happen at home: Finland abolished its own €1,000,000 turnover exemption for packaging producer responsibility on 1 January 2024. The only gate left in Finnish law today is whether you're VAT-registered ("ammattimainen toiminta") — not your turnover, not your volume. If "small" no longer shields you domestically, don't assume it shields you in Germany, France or Sweden either. (This is about your own Finnish obligation, which stays with your Finnish PRO — it's the pattern that matters for what to expect abroad.)

What it looks like abroad (a few examples)

Every country is a little different, but the shape is familiar once you've seen it:

  • Sweden — register with the Swedish EPA and join a producer responsibility organisation; a foreign seller angle applies. A natural first export market for Finnish sellers.
  • Germany — the LUCID packaging register, a dual-system contract, and an authorised representative becoming mandatory for foreign sellers. The biggest market, so worth getting right.
  • Estonia — a small, close Baltic market with light competition and a straightforward register.

Do I need Pakkausvastuu for my Finnish packaging obligation?

No. Your Finnish packaging EPR is domestic and handled by a Finnish producer organisation such as Sumi, with Rinki providing services. Keep that as it is. We handle the packaging EPR you owe in other EU countries when you export.

I already report to Sumi/Rinki — why would I owe anything abroad?

Because your Finnish membership only covers packaging placed on the Finnish market. When you ship packaged goods to a consumer in another EU country, that country has its own registration and scheme. The obligation is separate from your Finnish one.

Does a small Finnish exporter really have to register in each country?

Usually yes, but it's rarely expensive. Most EU countries have no minimum size, and many offer simple flat or banded small-producer routes. We find the cheapest compliant route for each market you sell into.
