Does packaging EPR in Greece apply to you?
If you ship packaged products to consumers in Greece, Greece treats you as a "producer" of that packaging and expects you to be registered before you sell. That holds even for a very small webshop — there is no minimum company size. The good news: the route is a single national register plus one collective scheme, and we can set it up for you end-to-end. Here's how it works.
Who counts as the "producer" in Greece?
The producer is the business that first places filled packaging on the Greek market — normally you, when you sell directly to Greek customers. The obligation follows the packaging you put out (boxes, fillers, wrapping, the product's own packaging), not the size of your company. If you sell through a marketplace, you may still be the producer for your own packaging, so it is worth checking your exact route — which we do as a first step.
Where you register: the authority and the PRO
Greece runs a national producer register plus a collective scheme you join:
- The authority/register: EOAN (the Hellenic Recycling Agency) runs the National Producer Register, known as EMPA. You create an EMPA producer account and register your packaging stream. Register: https://empa.eoan.gr/register.php
- The PRO (collective scheme): HERRCO is the main packaging collective system in Greece. You sign a cooperation contract with HERRCO and declare your packaging quantities through its application. Onboarding: https://www.herrco.gr/en/businesses/
In short: register the producer in EMPA, then join HERRCO and declare through it.
Do you need an authorised representative in Greece?
Yes. Since PPWR Article 45(3) took effect on 12 August 2026, an authorised representative is a legal requirement for any producer without a Greek establishment selling packaged goods to Greek consumers — including a Finnish seller. What it costs in Greece (indicative)
Three separate costs, kept transparent:
- Statutory / PRO fee. There is no reliable public 2026 small-seller tariff on HERRCO's pages, so we treat the official cost as quoted per case — we obtain the current HERRCO figure in writing during onboarding rather than relying on old tables.
- Material-based fees. The HERRCO contribution is based on your packaging materials and quantities — the more of each material you put on the market, the higher the fee. We get the 2026 tariff from HERRCO for your specific packaging.

Reporting and deadlines
