Does packaging EPR in Cyprus apply to you?
If you ship packaged products to consumers in Cyprus, Cyprus treats you as a "producer" of that packaging and expects you to be registered before you sell. That holds even for a very small webshop — there is no minimum company size. Cyprus is one of the friendlier markets for a tiny exporter, because it publishes simple small-producer fee bands that start at just €100 a year. Here's how it works.
Who counts as the "producer" in Cyprus?
The producer is the business that first places filled packaging on the Cypriot market — normally you, when you sell directly to Cypriot customers. The obligation follows the packaging you put out (the product's own packaging plus any box, filler and wrapping), not your company's size. If you sell through a marketplace, you may still be the producer for your own packaging, so it is worth checking your exact route — which we do as a first step.
Where you register: the authority and the PRO
Cyprus runs its packaging EPR through a single collective scheme you join:
- The PRO (collective scheme): Green Dot Cyprus is the packaging producer responsibility organisation. You apply to become a member, choose a declaration method, submit your prior-year packaging declaration and pay the annual fee. Register / member area: https://greendot.com.cy/en/
- The declaration: you can declare in detail (by material/catalogue) or, if you qualify, use the small-producer statistical band — a flat annual figure based on your total packaging weight, with no detailed material breakdown. Do you need an authorised representative in Cyprus?
This is not automatic. For a foreign producer, the representative requirement has to be confirmed with Green Dot Cyprus before you sign the contract — it depends on your exact sales route. What it costs in Cyprus (indicative)
Cyprus is a good example of "cheap and simple for a small seller." Three separate costs, kept transparent:
- The small-producer bands (indicative). Green Dot publishes flat annual fees by total packaging weight: 0–1 t €100/year; 1–2 t €142.50; 2–5 t €237.50; 5–10 t €570; 10–25 t €1,045; 25–50 t €1,900 — plus VAT. For a tiny exporter putting out under a tonne of packaging, the whole official cost is often just €100 a year.
- Material-based fees (detailed route). If you do not use a small-producer band, the fee depends on your packaging materials. Green Dot's public material table is still labelled 2017–2025, so we confirm the current 2026 material tariff in writing before you approve anything.

Reporting and deadlines
