Does packaging EPR in Malta apply to you?
If you ship packaged products to consumers in Malta, Malta treats you as a "producer" of that packaging and expects you to be registered before you sell. That holds even for a very small webshop — there is no minimum company size. Malta has a couple of extra steps (a national authority plus a choice of two schemes, and an auditor where required), but we handle all of it for you. Here's how it works.
Who counts as the "producer" in Malta?
The producer is the business that first places filled packaging on the Maltese market — normally you, when you sell directly to Maltese customers. The obligation follows the packaging you put out (the product's own packaging plus any box, filler and wrapping), not your company's size. If you sell through a marketplace, you may still be the producer for your own packaging, so it is worth checking your exact route — which we do as a first step.
Where you register: the authority and the PRO
Malta has a two-part setup — a government authority and a scheme you contract with:

Do you need an authorised representative in Malta?
Yes. Since PPWR Article 45(3) took effect on 12 August 2026, an authorised representative is a legal requirement for any producer without a Maltese establishment selling packaged goods to Maltese consumers — including a Finnish seller. What it costs in Malta (indicative)

- Statutory / PRO minimum fee (indicative). A commonly cited benchmark is a €200 minimum charge (excluding ERA registration, plus VAT) — but this traces to older 2023/24 market data, not a confirmed current 2026 figure, so we get a written, current quote from GreenPak before you approve anything. An ERA-approved auditor is a separate third-party cost where certification is required.
- Material-based fees. GreenPak and GreenMT rates vary by material and by whether packaging is primary or grouped. We obtain a written 2026 quote from both PROs before you approve anything.
