Does packaging EPR in Croatia apply to you?
If you ship packaged products to consumers in Croatia, you count as a "producer" of that packaging there and you must be entered in the producer register and cover your packaging. This applies to small sellers too — there is no minimum company size. Croatia runs its packaging scheme through a state Fund rather than a competitive private organisation, so the mechanics differ a little from most EU countries. Who counts as the "producer" in Croatia?
The producer is the business that first puts filled packaging on the Croatian market. Selling directly to Croatian consumers from Finland makes you that producer. You map your packaging to the official material and category codes and declare your quantities for the applicable accounting period.
Where you register: the authority and the PRO
The route is run by the state, not a private PRO:
- Register in the RPPO — the electronic Register of Producers with Extended Responsibility.
- Your obligation runs through the FZOEU — the Environmental Protection and Energy Efficiency Fund — rather than through a normal competitive household-packaging PRO contract. You file your quantities in the RPPO and the Fund assesses the waste-management fee.

Do you need an authorised representative in Croatia?
Yes. Since PPWR Article 45(3) took effect on 12 August 2026, an authorised representative is a legal requirement for any producer without a Croatian establishment selling packaged goods to Croatian consumers — including a Finnish seller. Reporting and deadlines
RPPO reporting is monthly, by the 20th for the previous month (mandatory RPPO reporting took effect in 2025). Reusable packaging is the one exception, reported annually by 20 January.
