Does packaging EPR in Slovenia apply to you?

If you ship packaged products to consumers in Slovenia, you count as a "producer" of that packaging there and you need to be registered and covered by a producer responsibility scheme. This applies to small sellers too — there is no minimum company size. Who counts as the "producer" in Slovenia?

The producer is the business that first puts filled packaging on the Slovenian market. When you sell directly to Slovenian consumers from Finland, that is you — even without any local company. You classify your packaging, record the annual weight by material, and cover it through a producer responsibility organisation.

Where you register: the authority and the PRO

Two parts, kept separate:

  1. Register in the state producer register, run by ARSO (the Slovenian Environment Agency, under the Ministry of Environment and Space) — the record of packaging and plastic-product producers. This is the official side.
  2. Sign up with a producer responsibility organisation (PRO) that organises recycling and licenses your packaging. The main options are Interzero and SLOPAK. You enter your packaging flow and quantities in the PRO's portal.

Worth watching: Slovenia has legislated a move to a single designated packaging scheme, upheld by its Constitutional Court in January 2026 but not yet operational. Today's multi-PRO system above is still current — we'll update this guide as the change rolls out.

Do you need an authorised representative in Slovenia?

Yes. A foreign distance seller shipping to Slovenian consumers must appoint an authorised representative — a local proxy that carries your packaging obligation in Slovenia.   • PRO fixed / minimum fee (indicative). For packaging under 1,000 kg per year, Interzero states a flat-rate option is available — the small-seller route. Reporting and deadlines

Reporting frequency is tied to the size of your licence fee. Indicatively, Interzero reports annually if the licence fee is under €1,500, quarterly between €1,500 and €20,000, and monthly above €20,000, with reports due on the 15th after each period.
