Does packaging EPR in Ireland apply to you?

The producer is typically the brandholder or importer that first places filled packaging on the Irish market. For a Finnish webshop selling directly to Irish consumers, whether that obligation lands on you depends on your supply-chain role and volumes — which is why the first step is written confirmation of scope rather than an assumption.

Ireland runs its packaging EPR through a single compliance scheme rather than a government filing portal for producers.

Do you need an authorised representative in Ireland?
Yes. Since PPWR Article 45(3) took effect on 12 August 2026, an authorised representative (AR) is a legal requirement for any producer without an Irish establishment selling packaged goods to Irish consumers — including a Finnish seller. What it costs in Ireland (indicative)
Three separate costs, kept transparent:
- Official / joining fee (indicative). Repak's public fee sheet is material- and role-based; any joining fee depends on the onboarding process you use and must be confirmed at setup rather than quoted as a fixed number.
- Material-based fees. Your contribution depends on how much of each material you place on the market. As an indication, Repak 2026 brandholder/importer rates (€/tonne) include recycled paper/cardboard €41.60, glass €19.14, aluminium €5.14, steel €64.76, recycled rigid/flexible plastic €165.70 and non-recycled plastic €616.22. Your exact figure depends on your packaging mix and recyclability.
- Pakkausvastuu's package fee. Your fee follows our package pricing, with official statutory, PRO, authorised-representative and notary fees passed through at cost. Where several countries are simple, we bundle them; genuinely complex countries are quoted separately.
