Packaging EPR in Ireland — a plain guide for small cross-border sellers

Does packaging EPR in Ireland apply to you?

If you ship packaged products to consumers in Ireland, Ireland treats you as a "producer" of that packaging and expects you to be in a compliance scheme before you sell — this now applies to small foreign distance sellers too. Since PPWR (EU Regulation 2025/40) took direct effect on 12 August 2026, there is no minimum company size, and the route is straightforward once you know it.

Who counts as the "producer" in Ireland?

The producer is typically the brandholder or importer that first places filled packaging on the Irish market. For a Finnish webshop selling directly to Irish consumers, whether that obligation lands on you depends on your supply-chain role and volumes — which is why the first step is written confirmation of scope rather than an assumption.

Where you register: the authority and the PRO

Ireland runs its packaging EPR through a single compliance scheme rather than a government filing portal for producers.

• The PRO (compliance scheme): Repak. You join Repak where your company falls within the applicable producer scope, then submit packaging statistics through membership.
• The authority/register: the Irish packaging EPR framework sits behind Repak; your obligations are met via scheme membership.

Do you need an authorised representative in Ireland?

Yes. Since PPWR Article 45(3) took effect on 12 August 2026, an authorised representative (AR) is a legal requirement for any producer without an Irish establishment selling packaged goods to Irish consumers — including a Finnish seller. Status 24 October 2026: the authorised representative requirement still applies. The European Parliament (20 October) and the Council of the EU (21 October) have voted for different partial suspensions for some EU-based sellers and must now agree one text, so nothing has changed yet. Neither version covers companies based outside the EU (including UK sellers shipping to Ireland), and neither changes registration, scheme membership or reporting. What it costs in Ireland (indicative)

Here is how the cost breaks down — and what is already inside our price:

• Official / joining fee (indicative). Repak's public fee sheet is material- and role-based; any joining fee depends on the onboarding process you use and must be confirmed at setup rather than quoted as a fixed number. Whatever it is, it sits inside the Pakkausvastuu price.
• Material-based fees. Your contribution depends on how much of each material you place on the market. As an indication, Repak 2026 brandholder/importer rates (€/tonne) include recycled paper/cardboard €41.60, glass €19.14, aluminium €5.14, steel €64.76, recycled rigid/flexible plastic €165.70 and non-recycled plastic €616.22. Your exact figure depends on your packaging mix and recyclability.
• Pakkausvastuu's price. Our service fee is €190 a year (€250 in the first year), plus Repak's actual membership cost, typically around €484 a year for a small seller — both are always itemised separately on the invoice, at cost. The typical total is about €674 a year (about €734 in the first year). The service fee covers the scope confirmation, the packaging statistics, and the authorised representative; Repak's exact membership fee is confirmed precisely in the free obligation check. Selling into five or more countries takes 10% off the service fee, ten or more takes 15% off.
