Does packaging EPR in Spain apply to you?
If you ship packaged products to consumers in Spain, Spain treats you as a "producer" of that packaging and expects you to be registered before you sell. That holds even for a very small webshop — there is no minimum company size. The good news: the route is well-defined, and for a tiny exporter the yearly official cost is usually modest. Here's how it works.
Who counts as the "producer" in Spain?
The producer is the business that first places filled packaging on the Spanish market — normally you, selling directly to Spanish customers. Spain splits packaging into household packaging (goods sold to consumers) and commercial/industrial packaging, and each has its own producer responsibility organisation. Most small consumer webshops fall in the household stream.
Where you register: the authority and the PRO
Spain runs a two-part system. First you register in a government producer register; then you join a scheme that handles the recycling contributions.
- The authority/register: MITECO — the Registro de Productores de Producto (RPP), packaging section. You register as a producer and are issued an ENV number, which proves you're in the system.
- The PRO (scheme, "SCRAP"): Ecoembes / Procircular for household packaging; Envalora, Implica and others for commercial-industrial packaging. You sign a scheme agreement that matches your packaging type.

Do you need an authorised representative in Spain?
If you're a foreign producer selling into Spain without a local establishment, the authorised-representative route applies where required under PPWR and Spanish rules — an authorised representative is a local party who is mandated to handle your registration and obligations. It isn't automatic in every case, so we check whether you need one for your exact sales route and appoint it for you if so.
What it costs in Spain (indicative)
Three separate costs, kept transparent:
- Official / register fee (indicative). MITECO does not publish a separate RPP registration fee on its procedure page, so the register step itself is typically a per-case administrative item rather than a fixed published charge.
- Material-based fees. Your recycling contribution to the scheme depends on how much of each material you put on the market. As an indication, Ecoembes 2026 domestic rates (€/kg) run from about €0.040 for aluminium and €0.197 for steel, up to around €0.260–0.271 for PET bottles, €0.285 for rigid HDPE, and €0.659–0.748 for other rigid plastics. Your exact figure depends on your packaging mix.
- Pakkausvastuu's package fee. Your fee follows our package pricing, with official statutory, PRO, authorised-representative and notary fees passed through at cost. Where several countries are simple, we bundle them; genuinely complex countries are quoted separately.

Reporting and deadlines
Reporting is annual. If you place under 15 tonnes per year on the Spanish market you can file a simplified annual declaration, which suits most small sellers. The 2026 packaging data reporting window runs 2 January – 31 March 2027 (indicative). We keep your ENV number, scheme agreement, tariff version and next deadline in one record.
