Packaging EPR in Portugal — a plain guide for small cross-border sellers
Does packaging EPR in Portugal apply to you?
If you ship packaged products to consumers in Portugal, Portugal treats you as a "producer" of that packaging and expects you to be registered before you sell. That holds even for a very small webshop — there is no minimum company size. The system is well-defined and, for a tiny exporter, usually cheap to keep running once you're set up. Here's how it works.
Who counts as the "producer" in Portugal?
The producer is the business that first places filled packaging on the Portuguese market — normally you, selling directly to Portuguese customers. Portugal separates the urban (household consumer) stream from the non-urban (commercial/industrial) stream, and the fees differ sharply between them. Most small consumer webshops fall in the urban stream.
Where you register: the authority and the PRO
Portugal runs a two-part system: a government producer register, then a scheme that handles the recycling contributions.
- The authority/register: APA (the environment agency), via the SILiAmb producer register. You create SILiAmb credentials and set up your producer (or authorised-representative) framework, then file annual declarations.
- The PRO (scheme): Sociedade Ponto Verde (SPV), Novo Verde or Electrão. You join one and pay a material-based contribution.

Do you need an authorised representative in Portugal?
Yes. Portugal has required non-resident producers to appoint a local authorised representative since 1 January 2022 (Decreto-Lei 152-D/2017) — independent of and predating PPWR. Since 12 August 2026, PPWR Article 45(3) requires the same thing EU-wide. Together, this makes it essentially always applicable for a foreign producer using a Portuguese tax number (NIF), not a conditional case. APA even publishes an AR manual and a mandate example. What it costs in Portugal (indicative)
Three separate costs, kept transparent:
- Official / register fee (indicative). There is no simple published SILiAmb registration fee, so the register step is typically a per-case administrative item rather than a fixed published charge.
- Material-based fees. Your SPV contribution depends on how much of each material you put on the market, and on whether it's urban or non-urban. As an indication, SPV 2026 urban base rates (€/kg) include glass €0.0868, paper/cardboard €0.3104, beverage carton €0.5140, most plastics €0.5432, steel €0.5219, aluminium €0.0399 and wood €0.0599. The non-urban rates are much lower (for example paper/cardboard €0.0077, plastics €0.0051). Your exact figure depends on your packaging mix.
- Pakkausvastuu's package fee. Your fee follows our package pricing, with official statutory, PRO, authorised-representative and notary fees passed through at cost. Where several countries are simple, we bundle them; genuinely complex countries are quoted separately.

Reporting and deadlines
Reporting is through SILiAmb annual declarations, normally due by 31 March (the 2026 deadline was extended to 30 April because of a system migration — indicative). You file a correction plus an estimate declaration and pay the scheme contribution by material and stream. We keep your producer registration, scheme agreement, tariff version and next deadline in one record.
