Packaging EPR in Latvia — a plain guide for small cross-border sellers
Does packaging EPR in Latvia apply to you?
If you ship packaged products to consumers in Latvia, you count as a "producer" of that packaging in Latvia and have obligations to record, report and pay for it. This applies to small sellers too — there is no minimum company size. Latvia is one of the more manageable markets for a tiny exporter, because a low-volume seller can sit under a weight threshold and use the simpler tax route. Here is how it works.
Thresholds — can a small seller be exempt?
Latvia uses a 300 kg per year threshold. Below 300 kg/year, joining a producer responsibility system (PRO) is not mandatory — but you still keep records and report/pay the Natural Resources Tax on your packaging. At or above 300 kg/year, you normally sign a contract with a registered PRO, which typically exempts you from that tax. Do not assume the below-300 kg route is free: the tax still applies. Who counts as the "producer" in Latvia?
The producer is the business that places filled packaging on the Latvian market — normally you, when you sell directly to Latvian end users. You calculate the annual weight of packaging by material and either pay the Natural Resources Tax or meet your obligations through a PRO. A foreign company selling directly to Latvian consumers carries this obligation itself.
Where you register: the authority and the PRO
Oversight sits with the State Environmental Service (VVD) together with the State Revenue Service (VID) for the tax side. If you are above the threshold, you choose a VVD-registered Producer Responsibility System operator (a PRO) from the official list in the VVD register, or run an individual system. Note that, as of August 2026, Latvia had not yet created a separate PPWR packaging producer register or number — the existing Latvian system still applies, and the new PPWR framework is still being developed.

Do you need an authorised representative in Latvia?
Yes — and this now applies regardless of the 300 kg threshold. Latvia's own national mechanism gives a foreign company two routes: either register as a Latvian taxpayer, or authorise in writing a person operating in Latvia to take on your producer-responsibility obligations. On top of that, PPWR Article 45(3) has independently required an authorised representative EU-wide since 12 August 2026 — so even a below-threshold seller using the tax route still needs this covered. What it costs in Latvia (indicative)
Three separate costs, kept transparent:
- PRO fees (quoted per case). Latvian PRO prices are quote-based — there is no single public fixed figure, so we get a live quote from a VVD-registered operator for your packaging. This is quoted per case.
- Natural Resources Tax (depends on your packaging). If you use the tax route (below the 300 kg threshold, or otherwise), the tax depends on the material and weight — we use the current VID tax table. The rest depends on how much of each material you put on the market.

You report and pay under the current Latvian rules — either through the Natural Resources Tax filings or through your chosen PRO.
