Packaging EPR in Estonia — a plain guide for small cross-border sellers

Does packaging EPR in Estonia apply to you?

If you ship packaged products to consumers in Estonia, you count as a "producer" of that packaging in Estonia and must join a recovery organisation and report. This applies to small sellers too — there is no minimum company size. For a low-volume seller the route is simple and the cost is driven mainly by the weight of your packaging, so a tiny exporter pays a tiny amount. Here is how it works.

Who counts as the "producer" in Estonia?

The producer is the business that places filled packaging on the Estonian market — normally you, when you sell directly to Estonian end users. You report the packaging you put on the market by material, down to the nearest kilogram, following the component and material separation rules. A foreign company selling directly to Estonian consumers carries this obligation itself.

Where you register: the authority and the PRO

Estonia works through accredited recovery organisations, under the framework of the Climate Ministry (Kliimaministeerium). In practice you:

1. Join an accredited recovery organisation (a PRO). A clear operational option is ETO (Eesti Taaskasutusorganisatsioon); alternatives include TVO and Eesti Pakendiringlus. You sign the organisation's client contract and fee annex.
2. Report your packaging in the Internet Packaging Reporting system once you have your reporting credentials, reconciling imports, exports and domestic packaging placed on the market.

Do you need an authorised representative in Estonia?

Yes. PPWR Article 45(3) has applied EU-wide, including in Estonia, since 12 August 2026, so an authorised representative is a legal requirement for any producer without an Estonian establishment — regardless of whether you join ETO directly. The practical appointment route is confirmed with your chosen recovery organisation. We appoint yours as part of onboarding.

What it costs in Estonia (indicative)

Here is how the cost breaks down — and what is already inside our price:

• Fixed / minimum fee (low). ETO's fee table shows no large published fixed minimum — the cost is essentially the material fee plus VAT. That is friendly to a small seller.
• Material-based fees (depends on your packaging). ETO's 2026 final cost per tonne is, indicatively: glass €84; paper/cardboard mono €86.25; paper/cardboard composite €97.50; plastic mono €230; plastic composite €285; ferrous metal €182; aluminium €145; wood €11; beverage carton €86.25. VAT is 24%. Because it is per tonne, a seller who puts only a few hundred kilograms on the market pays only a small fraction of these rates — usually within the €100 weight-based share that is inside the Pakkausvastuu price. The rest depends on how much of each material you put on the market.
• Pakkausvastuu's price. Our service fee for Estonia is €190 a year (€250 in the first year) (ex VAT). It includes the ETO contract and fee annex, your reporting credentials, the packaging reports, and sourcing and managing your authorised representative — mandatory for any seller with no Estonian establishment. On top come ETO's actual cost and the representative's own fee — a per-tonne material fee, typically around €100 a year for a small seller placing a few hundred kilograms of cardboard-based packaging; larger volumes are billed at ETO's official tariff, estimated before you start. The typical total is about €290 a year (about €350 in the first year). The service fee and the actual cost are always itemised separately on the invoice, at cost. Selling into five or more countries takes 10% off the service fee, ten or more takes 15% off.

Reporting and deadlines

Reporting is done online under your recovery-organisation contract. You maintain your packaging quantities to the nearest kilogram and follow the component/material separation rules, then submit through the reporting system on the schedule your organisation sets.
