Packaging EPR in Estonia — a plain guide for small cross-border sellers
Does packaging EPR in Estonia apply to you?
If you ship packaged products to consumers in Estonia, you count as a "producer" of that packaging in Estonia and must join a recovery organisation and report. This applies to small sellers too — there is no minimum company size. For a low-volume seller the route is simple and the cost is driven mainly by the weight of your packaging, so a tiny exporter pays a tiny amount. Here is how it works.
Who counts as the "producer" in Estonia?
The producer is the business that places filled packaging on the Estonian market — normally you, when you sell directly to Estonian end users. You report the packaging you put on the market by material, down to the nearest kilogram, following the component and material separation rules. A foreign company selling directly to Estonian consumers carries this obligation itself.
Where you register: the authority and the PRO
Estonia works through accredited recovery organisations, under the framework of the Climate Ministry (Kliimaministeerium). In practice you:
- Join an accredited recovery organisation (a PRO). A clear operational option is ETO (Eesti Taaskasutusorganisatsioon); alternatives include TVO and Eesti Pakendiringlus. You sign the organisation's client contract and fee annex.
- Report your packaging in the Internet Packaging Reporting system once you have your reporting credentials, reconciling imports, exports and domestic packaging placed on the market.

Do you need an authorised representative in Estonia?
Possibly — it is not automatic. Estonia does not clearly require a foreign distance seller to appoint an authorised representative in every case; the appointment route is confirmed with your chosen recovery organisation where PPWR requires it. So this is a "maybe", not a "yes": we check whether your specific selling route needs one and arrange it if so. For many small sellers, joining ETO directly is enough.
What it costs in Estonia (indicative)
Three separate costs, kept transparent:
- Fixed / minimum fee (low). ETO's fee table shows no large published fixed minimum — the cost is essentially the material fee plus VAT. That is friendly to a small seller.
- Material-based fees (depends on your packaging). ETO's 2026 final cost per tonne is, indicatively: glass €84; paper/cardboard mono €86.25; paper/cardboard composite €97.50; plastic mono €230; plastic composite €285; ferrous metal €182; aluminium €145; wood €11; beverage carton €86.25. VAT is 24%. Because it is per tonne, a seller who puts only a few hundred kilograms on the market pays only a small fraction of these rates — the rest depends on how much of each material you put on the market.
