Packaging EPR in Lithuania — a plain guide for small cross-border sellers
Does packaging EPR in Lithuania apply to you?
If you ship packaged products to consumers in Lithuania, you count as a "producer" or "importer" of that packaging and must register in the national accounting system and report. This applies to small sellers too — there is no minimum company size. For a low-volume seller the cost is driven mainly by the weight of your packaging, so a tiny exporter pays a tiny amount. Who counts as the "producer" in Lithuania?
The producer (or importer) is the business that places filled packaging on the Lithuanian market — normally you, when you sell directly to Lithuanian end users. You keep packaging accounting by material type and recyclability and reconcile it to the quantities your PRO manages. A foreign company selling directly to Lithuanian consumers carries this obligation itself.
Where you register: the authority and the PRO
Two parts:
- Register as a producer/importer in GPAIS, the national product and packaging accounting system. If you have no Lithuanian branch or subsidiary, Lithuanian law requires you to register through a locally-appointed authorised representative rather than logging in directly yourself — see below.
- Choose a PRO and sign a contract. The main option is Žaliasis taškas (Green Dot Lithuania); an alternative is Gamtos ateitis. The PRO organises collection and recycling and manages your reported quantities.

Do you need an authorised representative in Lithuania?
Yes. Under Lithuania's Waste Management Law (Article 34-1(3)), a foreign producer with no Lithuanian branch or subsidiary cannot self-register in GPAIS — you must appoint a locally-established authorised representative, who registers and reports on your behalf. This is reinforced by PPWR Article 45(3), in effect EU-wide from 12 August 2026. We appoint your representative and handle the registration through them. What it costs in Lithuania (indicative)
Three separate costs, kept transparent:
- Fixed / minimum fee (none shown). The PRO fee is weight-based, and there is no universal small-seller minimum shown on Žaliasis taškas' public price page. That is friendly to a small seller — you mostly pay for what you actually place on the market.
- Material-based fees (depends on your packaging). Žaliasis taškas' 2026 effective cost per tonne placed on the market is, indicatively: glass €276/t; plastic €493/t; PET €797/t; composite €952/t; ferrous metal €517/t; aluminium €224/t; paper/cardboard €352/t; wood €119/t; non-recyclable €992/t flat. Because it is per tonne, a seller placing only a few hundred kilograms pays only a small share — the rest depends on how much of each material you put on the market.

Indicative 2026 Žaliasis taškas rates run from about €119/tonne for wood up to about €992/tonne for non-recyclable material, and a seller placing only a few hundred kilograms pays a small share.
