The producer is the business that first places filled packaging on the Luxembourg market — normally you, selling directly to Luxembourg customers. Selling through a marketplace does not remove this obligation for your own packaging. Luxembourg keeps this simple for small sellers: you comply by joining the national collective scheme rather than filing into several separate registers.
Where you register: the authority and the PRO
Packaging EPR in Luxembourg is overseen by the country's environment administration, and in practice you comply by joining the approved collective organisation, Valorlux. Valorlux registers you, takes your annual declaration and organises the collection and recycling of your packaging under the Green Dot scheme. When you join, you choose between a detailed report (one packaging sheet per product, with component weights) and a simplified report using product categories — the simplified route suits many small sellers.

Do you need an authorised representative in Luxembourg?
This is genuinely worth confirming at the time you register: PPWR Article 45(3) has applied EU-wide since 12 August 2026 and, taken at face value, requires an authorised representative for any producer without a Luxembourg establishment — but Valorlux's own onboarding guidance on whether direct membership can satisfy this is still evolving. What it costs in Luxembourg (indicative)
There are three separate costs, and we keep them transparent:
- The fixed / minimum fee (indicative). Valorlux's minimum annual contribution is commonly around €50 per year — we verify this in the membership terms at onboarding. For a tiny exporter this is often close to the whole official cost.
- Material-based fees (the Green Dot contribution). Above the minimum, your contribution depends on how much of each material you put on the market. As 2026 detailed examples (€/kg, excl. VAT): glass 0.0201, paper/cardboard >85% 0.0389, beverage carton 0.2810, steel (≥50%) 0.0180, aluminium 0.0184, clear PET bottle 0.1895, HDPE rigid 0.3058, PE film 0.7120, PP rigid 0.4279, non-recoverable 1.4830. Your real figure depends on your packaging.

Reporting is annual through Valorlux's Valbase Online system, followed by payment of your Green Dot contribution. As a dated example, the 2025 packaging declaration deadline was 28 February 2026 — indicative, and we confirm the live date. We keep your membership number, chosen report type (detailed or simplified), tariff version, kg declaration and next deadline in one record so nothing is missed.
