Does packaging EPR in Luxembourg apply to you?
If you ship packaged products to customers in Luxembourg — a box, filler, tape, a label — Luxembourg treats you as a "producer" of that packaging, and you are expected to be in the system before you sell. This is true even for a one-person webshop sending a few parcels. The good news: for a small seller the route is a single collective membership with a low minimum contribution, so the yearly cost is usually modest. Here's how it works.
Who counts as the "producer" in Luxembourg?
The producer is the business that first places filled packaging on the Luxembourg market — normally you, selling directly to Luxembourg customers. Selling through a marketplace does not remove this obligation for your own packaging. Luxembourg keeps this simple for small sellers: you comply by joining the national collective scheme rather than filing into several separate registers.
Where you register: the authority and the PRO
Packaging EPR in Luxembourg is overseen by the country's environment administration, and in practice you comply by joining the approved collective organisation, Valorlux. Valorlux registers you, takes your annual declaration and organises the collection and recycling of your packaging under the Green Dot scheme. When you join, you choose between a detailed report (one packaging sheet per product, with component weights) and a simplified report using product categories — the simplified route suits many small sellers.

Do you need an authorised representative in Luxembourg?
Yes. PPWR Article 45(3) has applied EU-wide, including in Luxembourg, since 12 August 2026, so an authorised representative is a legal requirement for any producer without a Luxembourg establishment. Valorlux's own onboarding guidance on whether direct membership can satisfy this, or whether a separate appointment is needed, is still evolving. What it costs in Luxembourg (indicative)
What the scheme itself charges, and what our one annual price covers:
- The fixed / minimum fee (indicative). Valorlux's minimum annual contribution is commonly around €50 per year — we verify this in the membership terms at onboarding. For a tiny exporter this is often close to the whole official cost.
- Material-based fees (the Green Dot contribution). Above the minimum, your contribution depends on how much of each material you put on the market. As 2026 detailed examples (€/kg, excl. VAT): glass 0.0201, paper/cardboard >85% 0.0389, beverage carton 0.2810, steel (≥50%) 0.0180, aluminium 0.0184, clear PET bottle 0.1895, HDPE rigid 0.3058, PE film 0.7120, PP rigid 0.4279, non-recoverable 1.4830. Your real figure depends on your packaging.
- Pakkausvastuu's price. Our service fee for Luxembourg is €190 a year (€250 in the first year). It includes the Valorlux membership, sourcing and managing your authorised representative — mandatory for any seller with no Luxembourg establishment — and the annual declaration in Valbase Online. On top comes Valorlux's actual cost — in practice its minimum annual contribution, typically around €50 a year for a small seller; any material-based share above the minimum is billed at Valorlux's official tariff and estimated before you start. The typical total is about €240 a year (about €300 in the first year). The service fee and the actual cost are always itemised separately on the invoice, at cost. Prices exclude VAT and are confirmed after a free obligation check, before you pay anything. Selling into five or more countries takes 10% off the service fee, ten or more takes 15% off.

Reporting and deadlines
Reporting is annual through Valorlux's Valbase Online system, followed by payment of your Green Dot contribution. As a dated example, the 2025 packaging declaration deadline was 28 February 2026 — indicative, and we confirm the live date. We keep your membership number, chosen report type (detailed or simplified), tariff version, kg declaration and next deadline in one record so nothing is missed.
