Packaging EPR in Belgium — a plain guide for small cross-border sellers
Does packaging EPR in Belgium apply to you?
If you ship packaged products to customers in Belgium — a box, filler, tape, a label — Belgium treats you as a "producer" of that packaging, and you are expected to be signed up before you sell. This is true even for a one-person webshop sending a few parcels. The good news: for a small seller the route is well-defined and there is a low fixed minimum, so the yearly cost is usually modest. Here's how it works.
Who counts as the "producer" in Belgium?
The producer is the business that first puts filled packaging on the Belgian market — normally you, selling directly to Belgian customers. One early step is a quick split of your packaging into two streams, because Belgium runs them separately:
- Household packaging — packaging around goods sold to consumers. This is the usual stream for a small consumer webshop.
- Commercial and industrial packaging — packaging that ends up as business waste (for example transport or bulk packaging).
Most small consumer webshops fall almost entirely in the household stream. Selling through a marketplace does not remove this obligation for your own packaging.
Where you register: the authority and the PRO
Belgium works through producer responsibility organisations that register you and handle your compliance, coordinated across the regions through the interregional packaging system (IVCIE). You join the organisation that fits your packaging stream.
- Household packaging: you join Fost Plus, which can handle your registration as a member.
- Commercial and industrial packaging: you join Valipac.
A small consumer seller normally joins Fost Plus; if you also put business-waste packaging on the market, Valipac covers that part.

Do you need an authorised representative in Belgium?
It depends on your exact sales route. For a foreign producer selling into Belgium, the PPWR foreign-producer representative requirement needs to be checked for your specific route — it isn't automatic. In practice you onboard through the PRO (Fost Plus for household packaging), and a local representative is appointed only if your route calls for it. What it costs in Belgium (indicative)
There are three separate costs, and we keep them transparent:
- The fixed / minimum fee (indicative). Fost Plus has a minimum annual contribution of around €100 per year, or about €50 per year if you pay by direct debit. If you also need Valipac, its minimum financing contribution is around €50 per year. For a tiny exporter the household minimum is often close to the whole official cost.
- Material-based fees. Above the minimum, your contribution depends on how much of each material you put on the market. As 2026 Fost Plus examples (€/kg): paper/cardboard ~0.1503, glass ~0.1052, rigid PP ~1.0161, PE film ~1.0804. Valipac 2026 examples (€/tonne): recyclable non-plastic 20, recyclable plastic 63, non-recyclable 126, reusable 0. Your real figure depends on your packaging.
- Pakkausvastuu's package fee. A fee based on our package pricing covers our work; the official Fost Plus, Valipac and any representative fees are passed through at cost, with no markup.

Reporting and deadlines
Reporting is normally annual: you declare the packaging weight by material that you placed on the Belgian market. If you use Valipac, its annual declaration is due by 28 February. We keep your registration number, PRO agreement, tariff version, kg declaration and next deadline in one record so nothing is missed.
