Packaging EPR in Belgium — a plain guide for small cross-border sellers
Does packaging EPR in Belgium apply to you?
If you ship packaged products to customers in Belgium — a box, filler, tape, a label — Belgium treats you as a "producer" of that packaging, and you are expected to be signed up before you sell. This is true even for a one-person webshop sending a few parcels. The good news: for a small seller the route is well-defined and there is a low fixed minimum, so the yearly cost is usually modest. Here's how it works.
Who counts as the "producer" in Belgium?
The producer is the business that first puts filled packaging on the Belgian market — normally you, selling directly to Belgian customers. One early step is a quick split of your packaging into two streams, because Belgium runs them separately:
- Household packaging — packaging around goods sold to consumers. This is the usual stream for a small consumer webshop.
- Commercial and industrial packaging — packaging that ends up as business waste (for example transport or bulk packaging).
Most small consumer webshops fall almost entirely in the household stream. Selling through a marketplace does not remove this obligation for your own packaging.
Where you register: the authority and the PRO
Belgium works through producer responsibility organisations that register you and handle your compliance, coordinated across the regions through the interregional packaging system (IVCIE). You join the organisation that fits your packaging stream.
- Household packaging: you join Fost Plus, which can handle your registration as a member.
- Commercial and industrial packaging: you join Valipac.
A small consumer seller normally joins Fost Plus; if you also put business-waste packaging on the market, Valipac covers that part.

Do you need an authorised representative in Belgium?
Yes, if you have no Belgian establishment. Fost Plus states that under PPWR, from 12 August 2026, foreign producers must be represented by an authorised representative for EPR that is established in Belgium and registered with EPRiBEL (the Belgian producer register, formerly IVC-CIE). Some practical details are still settling, because the amendment to Belgium's interregional cooperation agreement on packaging had not been approved when Fost Plus published its guidance; this mainly affects sellers on e-commerce platforms, who under PPWR can mandate the platform to fulfil their obligations. Status 24 October 2026: the authorised representative requirement still applies. The European Parliament (20 October) and the Council of the EU (21 October) have voted for different partial suspensions for some EU-based sellers and must now agree one text, so nothing has changed yet. Neither version covers companies based outside the EU, and neither changes Fost Plus or Valipac membership, registration or reporting. See who would qualify and where it stands.
What it costs in Belgium (indicative)
Here is how the cost breaks down — and what is already inside our price:
- The fixed / minimum fee (indicative). Fost Plus has a minimum annual contribution of around €100 per year, or about €50 per year if you pay by direct debit. If you also need Valipac, its minimum financing contribution is around €50 per year. For a tiny exporter the household minimum is often close to the whole official cost — and this actual cost is itemised on your invoice separately from our service fee, at cost.
- Material-based fees. Above the minimum, your contribution depends on how much of each material you put on the market. As 2026 Fost Plus examples (€/kg): paper/cardboard ~0.1503, glass ~0.1052, rigid PP ~1.0161, PE film ~1.0804. Valipac 2026 examples (€/tonne): recyclable non-plastic 20, recyclable plastic 63, non-recyclable 126, reusable 0. Your real figure depends on your packaging.
- Pakkausvastuu's price. Our service fee for Belgium is €190 a year (€250 in the first year), plus Fost Plus's (and Valipac's, if you need it) actual cost, typically around €150 a year for a small seller — both are always itemised separately on the invoice, at cost. The typical total is about €340 a year (about €400 in the first year). The service fee also covers the authorised representative and the annual declaration. Selling into five or more countries takes 10% off the service fee, ten or more takes 15% off.

Reporting and deadlines
Reporting is normally annual: you declare the packaging weight by material that you placed on the Belgian market. If you use Valipac, its annual declaration is due by 28 February.
