Packaging EPR in Denmark — a plain guide for small cross-border sellers
Does packaging EPR in Denmark apply to you?
If you ship packaged products to consumers in Denmark, you count as a "producer" of that packaging in Denmark and must be registered. This applies to small sellers too — there is no minimum company size. The good news for a low-volume seller: the setup is a clear two-step route, and the yearly base costs are modest. Here is how it works.
Who counts as the "producer" in Denmark?
The producer is the business that puts filled packaging on the Danish market — normally you, when you sell directly to Danish end users through your own webshop. You report the weight of your packaging by material and recyclability level each year. A foreign company selling directly to Danish consumers carries this obligation itself, so being based in Finland does not remove it.
Where you register: the authority and the PRO
Two parts, kept separate:
- Register as a producer with Dansk Producentansvar (DPA), the Danish producer-responsibility authority. This is the state side of the obligation.
- Sign up with a collective scheme (a PRO) that organises collection and recycling. A major option is VANA. You report your packaging weights and pay handling fees through the scheme.

Do you need an authorised representative in Denmark?
Likely yes, if you sell directly to Danish consumers and have no Danish establishment. VANA can act as your authorised representative — the appointed local party that carries your registration duties in Denmark — and publishes an authorised-representative service for exactly this case. We confirm whether it applies to your specific selling route live at quote, then arrange the appointment for you as part of onboarding. For the wider picture, see when you need an authorised representative.
What it costs in Denmark (indicative)
Three separate costs, kept transparent:
- Fixed / minimum scheme fees (indicative). VANA's published 2026 membership items include a start-up fee of around DKK 2,000 for start-ups (DKK 4,000 normally), an annual base contribution of about DKK 1,000, and, where used, an authorised-representative service of about DKK 5,000 per year, plus DPA and environmental-agency charges. These are indicative figures.
- Material-based fees (depends on your packaging). VANA publishes 2026 base handling prices by material and by green/red eco-modulation level — a system where cleaner, more recyclable packaging pays less. The rest depends on how much of each material you put on the market, so we use your real packaging rather than a single generic rate.
- Pakkausvastuu's package fee. Our fee, based on our package pricing, covers our work; official DPA, PRO and authorised-representative fees are passed through at cost, with no markup.
Fees, thresholds and deadlines for Denmark change yearly. The figures here are indicative — we confirm the current numbers live before you approve anything.

Reporting and deadlines
Reporting frequency depends on your volume. With VANA, producers under 8 tonnes per year normally report quarterly, and those above 8 tonnes per year report monthly. For most small sellers that means the quarterly rhythm. We keep your producer registration number, PRO agreement, any authorised-representative mandate, tariff version and next deadline in one record.

We register you as a producer with DPA, join you to VANA (or an alternative scheme), appoint your authorised representative if your route needs one, classify and report your packaging weights, and track the reporting deadlines.
